Addressing Title IX Concerns

Grand Rapids Community College (GRCC) follows "Procedure A" as outlined in "Procedures for Responding to Complaints of Discrimination, Harassment and Retaliation" to handle reports of sexual harassment under Title IX and the GRCC Title IX Sexual Harassment Policy. This process ensures a fair, impartial, and prompt resolution while prioritizing equitable treatment and due process for all parties involved.

Key Steps in the Process:

  1. Reporting & Initial Assessment
    • The Title IX Coordinator reviews all reports of sexual harassment.
    • The complainant receives information on supportive measures, the option to file a formal complaint, and available resolution processes.
  2. Supportive Measures
    • Available to both parties, these may include no-contact directives, academic adjustments, work schedule changes, and access to counseling services.
  3. Informal Resolution Option
    • Available if both parties agree, except in cases involving an employee respondent.
  4. Filing a Formal Complaint
    • A complaint can be filed by the complainant, a legal representative, or the Title IX Coordinator in cases of serious risk.
    • The College evaluates jurisdiction and determines if the complaint falls under Title IX.
  5. Investigation
    • An investigator interviews parties and witnesses, collects evidence, and provides a draft investigative report for review.
    • Both parties have equal access to evidence and an opportunity to respond.
  6. Hearing & Determination of Responsibility
    • A decision-maker (or panel) conducts a hearing, where parties and witnesses may be questioned.
    • The decision is based on a preponderance of the evidence standard.
    • If a policy violation is found, disciplinary actions may include warnings, probation, suspension, or termination (for employees or students).
  7. Appeals
    • Either party may appeal based on procedural errors, new evidence, or bias concerns.
